PLANS PROCEED, CAREFULLY, FOR U.S. GO CONGRESS: "SARS (Severe, Acute Respiratory Syndrome) has been prominent in the news recently, and there has been a great deal of fear created," reports AGA President Chris Kirschner. "Particularly in the beginning, this was very much justified. As a consequence, we have received some questions from people concerned about potential risks of contracting SARS at the US Go Congress, which is scheduled August 2 - 11, 2003 in Houston, Texas. This is a preliminary response to those concerns, based on a major reports issued by the World Health Organization (WHO) May 15, 2003, and from the Center for Disease Control (CDC) and other WHO reports, and information provided by the US State Department. As this is a fast breaking event, we will continue to track it by following the reports of these organizations as they continue to be released. Our physician Board member, Dr. David Dinhofer has agreed to help us evaluate the more technical aspects. ! You can expect continuing announcements if and as anything changes. They also suggest strongly that people with active symptoms, or who are known to have been exposed to people with active symptoms should not travel. Stated very briefly, a person infected with SARS is not contagious until it is quite apparent that the person is ill. Thus, you can't catch it from someone who has merely been exposed to it, but is not actively ill. The disease gives considerable warning (You know you are ill.) long before a person becomes contagious. It is therefore very simple to avoid spreading SARS, even in an area where it is known to exist in the population. Travele! rs are now being warned to not travel if they have been exposed, and are further screened upon arrival in this country. These precautions have proven extremely effective, even in the relatively short period of time they have been in effect. We expect the situation world wide to continue to improve, as it has been, and that the problem will be essentially solved by the time we actually meet in Houston. Our policy therefore will be to continue watching events closely, and to act on the basis of recommendations from CDC and WHO. At this time, we are therefore not suggesting that anyone refrain from coming because of their country of origin. We are, however, informing them of their need to avoid exposure before traveling, and of the protective policies being implemented by our State Department and Customs and Border Protection Agency. Under the circumstances, they may choose to avoid travel, which we would of course understand; but we are not asking them to stay away. This ! policy may, of course, change if the circumstances change in a manner to suggest it. Anyone with questions is invited to write to congress@usgo.org.

KID'S CYBERCAMP: Cybercamp begins May 28th on KGS, reports Rob Muldowney. "A special room for AGA teachers and students has been created on KGS and apecific meetings will be held every Wednesday from 5P EDT to 11P EDT." The time frame is designed to accommodate young children on both coasts. There will be adult supervision during the regular meeting schedule, but students and teachers may meet in the room at any time. Special teaching events will be scheduled once the program has been established. "This is a private room and can only be entered by invitation," says Rob. "To reduce the number of emails required to set this up, I would like teachers to send me a list of interested students and their KGS login names once a week. We have a few volunteers for supervision, but will need more. Contact Rob at loscott@eden.rutgers.edu

FENG YUN VISITS BALTIMORE & DC: Feng Yun, professional 9-dan will be visiting the Washington-Baltimore area on Memorial Day weekend, reports local organizer Haskell Small. "She will first visit the Greater Washington Go Club on Friday night, May 23 at 7:30P. She will do a small teaching games type of event; we don't want to wear her out since she will be playing in the Maryland Open on Saturday and Sunday." For those interested in participating, Haskell says "it will be a strongest first, first come/first serve event and there will be a $10 charge." All are welcome to observe at no charge. There will also be a dinner beforehand at 6P at the Aji Nippon restaurant in Bethesda (RSVP to Hal by noon Friday 5/23).

WORLD GO NEWS

WAGC POSTPONED: The International Go Federation has just recommended postponing the World Amateur Go Championships until October, because of concerns about the threat of SARS. "A final decision will be made in August, subject to WHO's reports or instructions on the current situation of the epidemic at that time," wrote Matsuo Toshimitsu in a May 15 email to IGF Directors, adding that "The rationale for the postponement is WHO's recent reports on SARS, especially its spread in China." Sixty-two countries have selected representatives to the WAGC in Japan, including fifteen from Asia, including both Koreas, Hong Kong China, Chinese Taipei, and China. Europe has thirty representatives, and there are three from Africa: Madagascar, Morocco, and South Africa. The Americas send 12, including Cuba, and there are also Australia and New Zealand, classified as Oceania. Chendao Lin, the U.S. representative to the IGF, has concurred with the recommendation to postpone. In other WAGC new! s, Ted Ning is this year's US representative to the World Amateur Go Championship, not Jung Hoon Lee, as reported in last week's E-Journal. With 55 points earned last year, Ted led both Thomas Hsiang and Jung Hoon Lee, who had 50 and 40 points, respectively. We sincerely regret the error.

KATO DEFENDS HONINBO: Kato Masao, the current Honinbo title holder, won the first game in his title match with Cho U 8P, winning with Black by resignation. Following an old custom that had been abandoned, Kato actually took a new given name when he won the Honinbo last year, so he should now be called Kato Kensei. Holding the Honinbo title in his mid-fifties is an impressive achievement. UP AND COMING YOUNG PLAYER: Cho U 8P, who is challenging for the Honinbo title, is doing very well these days. From Taiwan and in his early twenties, he has a good shot at being the challenger for the Meijin title. In the challenger match for that title Cho has a 5-1 record and Yamashita Keigo 7P is 5-0. No one else has five wins in the eight game match. Cho is also playing in the final round to decide the challenger for the Judan title. This is the one that Kobayashi Izumi 5P is the first woman to play in. Cho is definitely a player to keep an eye on. GAME COMMENTARY: Kids & Kos

In today's game, White has a hard time fighting the ko. "This was because White has weak positions everywhere," says Guo Juan, who provides the commentary. "When we are weak, it's better not to start a ko." The game is the final round from the 7th European youth go championship, which took place in Cannes in March with 276 participants. Seventeen year-old Antoine Fenech, a 3D from France plays Ilia Chikchine, a 13 year-old 5D from Russia. "In 1985 I visited France for the first time," says Guo. "At that time there were only a few young players around. About six years ago, I started to visit the French Go summer camp and a year later also the winter camp. I was very impressed by their work. For example in the summer camp, there are always more than fifty children, and everybody learns to play go! The French Go Association pays a great deal of attention to the young players. I believe in
the near future we will see some high level young French players."

MOMENTS IN GO HISTORY: Kerwin's 1st Pro Win
On February 14, 1978, James Kerwin became the first Westerner to gain pro status at the Nihon Kiin. Since then, Kerwin has been a highly regarded, popular go teacher in the US, but he had a brief pro career in Japan before returning to the States. Kerwin's greatest achievement there was winning the 1 dan section of the Kisei tournament in 1979, but his first win as a pro came on May 31, 1978-almost exactly twenty-five years ago. This was in an Oteai ( the Nihon Kiin's pro rating tournament) game against Ando Akio 2 Dan. Kerwin had lost his first two Oteai games, but showed his strength in this one. A wonderful resource for any player, this very thorough dictionary of star point joseki is invaluable for the beginner starting to think beyond the simple handicap joseki we first learn. Aggressive and tricky tries by White are analyzed to reveal White's goals and Black's best responses. A generous helping of diagrams shows the underlying reasons for plays, without confusing the reader with too many moves. For one to improve at go, understanding the 'why" is more important than memorizing the "what." Two aspects of the book are especially good. The many double approaches against the star point (when black plays elsewhere) are systematically discussed, and a section called "supplemental joseki" provides other perspectives into each major division of joseki. Kudos to Yutopian for publishing this gem, and to Craig Hutchinson (editor and layout master) and Robert Terry (translator).
